The International Fragrance Association (IFRA) was created in 1973 in Geneva to promote the fragrance industry's collective goals. It is the fragrance industry's global governing body. Its goal is to enhance fragrance safety.

IFRA fosters its members' feeling of innovation and delight in their products. It also focuses on understanding consumer demands and holds IFRA members accountable for customer welfare and safety.

IFRA also has a scientific centre, the Research Institute for Fragrance Materials (RIFM). It allows the IFRA compliance team to ensure that fragrance resource consumption requirements are maintained using "best practice" scientific methods. It also sees that the affiliated companies voluntarily comply with those guidelines. Because of this voluntary approach, the IFRA standards can be implemented quickly by fragrance companies globally and the industry overall.

All of RIFM's scientific results are examined by an unbiased, professional Expert Panel – a worldwide collection of dermatologists, pathologists, toxicologists, and environmental experts with no prejudice or links to the fragrance business.

IFRA also publishes a Code of Practice that covers the manufacturing and management of all fragrance ingredients for all sorts of applications and includes the whole range of IFRA Standards.

All IFRA-member fragrance provider businesses are required to follow the IFRA Code of Practice (through their national or regional associations). IFRA members currently supply 90 per cent of the world market for fragrance ingredients.
